Britain's health and safety agency said there was a strong probability that a foot-and-mouth outbreak in southern England originated at a nearby laboratory site and was spread by human movement.
There is a "real possibility" the disease was spread by human movement, and the possibility it was transmitted by wind or floodwaters was "negligible,"sabotage is suspected. (IHT)

As far as I heard, sabotage isn't suspected per se. The report included it among the possible reasons because it could not be ruled out based on the data at hand. Accidental carryover was seen as entirely possible.
