More like this

As natural as it is, it looks like art!

By plumose, I am suspecting you mean anemones in the genus Metridium?

This is very strange indeed for anemones, hanging upside dessicated, I presume under a an overhang and influenced by the tides? Anymore information on these beasties?

i think its one of those sulfur acid stalagtites or stalagmites forgot which is which they hang in caves and drip sulfuric acid that could burn a hole in your hand

I let Maggy (photographer and naturalist) field this one. She wrote:

I believe Metridium is correct. Specifically, Metridium senile, which can reach 25 cm in crown diameter and 50 cm in height (subtidally). This photo was taken at a negative low tide. And I think they are just so big that it must be easier for them to hang at low tide than to retract. But they do retract when you touch them --I tried!

There's a little more information in Intertidal Invertebrates of California by Morris, R. Abbott, D. and Haderlie, E. 1980 Standford University Press.

I come from a Finnish family. Traditionally, one goes to sauna sans vestments. Consequently, this picture and caption have plunged my psyche headlong into repressed childhood trauma. I'm afraid you will be hearing from my attorney. Good day.
