Bill 167's purpose is quite simple:
Chlorinated solvents are great solvents. The polarizability of chlorine, moderate electronegativity, moderate volatility, lack of acidic protons or reactivity - it all adds up to a great reaction medium. However, they usually are toxic.
It's known as "targeted" therapy, and it's the holy grail of cancer research these days.
Ammonia, or NH3, is a mildly toxic gas (but not that bad - you use it in metabolism). Go down one, though, and you get more lavishly toxic.

Sounds like a good set up for a cajun themed kaiju movie. A supersized oil slimed zombie Justin Wilson versus a mecha crawdad in a rampaging battle through New Orleans.
