I wonder how long it takes to plan, set up and test this light show? And what do they do when one light burns out, darkening an entire string of lights?

Somebody with access to stage lighting equipment and sequencing software and the know-how how to use it. I wouldn't be surprised to find out this guy is a theatrical lighting pro.
