Did you hear about the guy who was trying to carry a bag containing 700 snakes in it onto a plane in Cairo? His stash of snakes included two deadly cobras -- the stuff of a good terror spoof. He was apparently trying to smuggle these snakes on board with him so he could sell them in Saudi Arabia, where his flight was headed.
The officers were stunned when a passenger, identified as Yahia Rahim Tulba, told them his carryon bag contained live snakes after he was asked to open it.
Tulba opened his bag to show the snakes to the police and asked the officers, who held a safe distance, not to come close. Among the various snakes, hidden in small cloth sacks, were two poisonous cobras, authorities said. [story]

Honestly, 700 in one bag isn't too safe for the snakes, but there's no risk to the passengers. As noted, the cobras were double-bagged, so they couldn't get up to much trouble.
Local law requires a hard-sided outer container for transportation of venomous snakes, which is a good safety precaution, but a thick layer of anything - including clothes or other snakes - around the inner bag will achieve the same effect of ensuring that it's flatly impossible to be "bag-tagged" when bumping against the bag.
Of course, cobras aren't actually poisonous - they're quite edible - but that's a different rant.
He might have broken airline regulations about pets in the passenger compartment, but it doesn't sound like he endangered anyone.
