I'm going to call this one a Grasshopper Sparrow. The "intricate pattern of rufous spots" (Sibley) on the part of the bird that's visible seems right, and what little else I can see seems to fit as well (range, "flat-headed", "short tail").

First time posting, long time reader. I wonder if this may be a Lapland Longspur juvenile. The perching with the "longspur" and the crown is streaked and does not show the central line of the Grasshopper Sparrow. Just a thought.
